You should have seen your Gang Members in Voodoo and other 2 (cheap vehicles). They never drive vehicles other than these 3 or 4 vehicles. To fix this, you can use this mod. The maker of this awesome mod is "kirman.32". After installing this mod you will see that all gang members have changed vehicles. For example Grove Street members will start driving bikes instead of voodoo and others. The best thing about this mod is you do not need cleo or computer to install this mod. Just move the files and run the game.
